What Is The UCR - The Unified Carrier Registration act of 2005, or UCR, is a federal program that requires commercial motor carrier, freight forwarders, brokers, and leasing companies to register with their state and pay an annual fee based on the size of their fleet. The revenue these fees generate go towards the funding for state highway motor carrier registration and safety programs.

Is My Business Required To File The UCR – In short, If the business travels across state lines, then you are subject to submitting the Unified Carrier Registration for the current or upcoming year. What If My Business Doesn't Cross State Lines – If your business does not travel Interstate but you transport goods, passengers or property that will cross state lines or national borders at ANY point in their journey, including before you receive them or after you deliver them, you will need to file the UCR. 

When Do I Need To File – The Unified Carrier Registration is an annual filing which must be renewed by the end of each year no later than December 31st. Registration for the upcoming year begins October 1st so this gives carriers a bit of a buffer period to get their filing submitted. With that being said, enforcement for the 2025 registration year began October 1st and you can now be cited roadside if you are caught without your renewed registration. 

What If I'm Not A Motor Carrier/Motor Private Carrier – Brokers, Freight Forwarders, and Leasing companies are still required to file a UCR for the sole reason that they are engaged, to some extent, in Interstate commerce. They are subject to the same bracket as Motor Carriers operating no more than 2 vehicles (see below).
